Manitoba sets rental benchmark for 2025 at 1.7%

Manitoba announced it has set its 2025 rent benchmarks at 1.7 per cent, lower than this year’s benchmarks (3%) and lower than the allowable rent increases announced for both Ontario and BC.

Manitoba’s rent policy is calculated annually using a transparent formula based on the Consumer Price Index (CPI) for Manitoba. Starting January 1, 2025, the new rent policy will apply to most rental properties, including apartments, single rooms, houses and duplexes. The rent policy does not apply to:

  • Rental units with rent of $1,640 or more per month;
  • different types of social housing;
  • Rental units owned and operated by or intended for use by provincial, municipal or federal governments;
  • Rental units in buildings first occupied after March 2005;
  • non-profit life lease units;
  • cooperative units; and
  • approved renovated rental apartments.

Tenants must receive written notice of a rent increase at least three months before the increase takes effect. For example, if a rent increase is scheduled to take effect on January 1, 2025, tenants must receive the notice by September 30, 2024. With few exceptions, rent can only be increased once a year.
