Round 2 and beyond: Retailer-to-Retailer Transactions

Participating retailers must pay for the products at another retailer using an electronic payment system.

The transaction must involve the actual purchase of goods.

Retailers cannot withdraw cash immediately after consumers pay. However, from Round 2, retailers will be able to withdraw cash provided they are registered in the tax system and meet the following criteria:

Retailers must be registered for value added tax (VAT), corporate tax or personal income tax in accordance with Article 40 of the Tax Code, except for those exempt from tax under the Tax Code. Retailers in the tax system must meet the following tax requirements:

1.1 Companies that have existed for more than two years must file an income tax return for both 2022 and 2023.

1.2 Companies that have been in existence for less than two years must have filed income tax returns continuously from the start of their business activities until the present.

1.3 New companies that have not yet filed an income tax return for their first tax year or accounting period will be considered only on the basis of their VAT returns.

Retailers must use a postpaid mobile number to register for benefits.
