Xay is largely at the top; Community winner

Newport voters have elected a new City Council and voted to re-elect five incumbents and two newcomers to serve as the city’s municipal legislators for the next two years.

According to unofficial results, Charles “Charlie” Holder received the most votes among the candidates with 4,680 votes. Although not a strict rule, the overall candidate who receives the most votes is often elected by his fellow councilors as mayor of the city and leader of Newport City Council.

After Holder, the candidates with the most votes are Stephanie Smyth with 4,524 votes, Xaykham “Xay” Khamsyvoravong with 4,365 votes and Jeanne-Marie Napolitano with 3,768 votes.

With only four seats available for at-large candidates, John Walker misses the deadline to join the new council, while incumbents Mark Aramli and Ian Billings Martins lag behind.

First Ward elects Ellen Pinnock

With all ballots counted, Ellen Pinnock defeated Hugo DeAscentis for Newport City Council First Ward representative by a margin of 1,078 votes to 1,032. Pinnock will succeed Councilwoman Angela Lima, who decided not to seek re-election after six years on the council.

Pinnock, a first-time candidate, currently serves as director of community engagement at FabNewport. DeAscentis previously served on the Newport School Committee.

Second Ward elects Lynn Underwood Ceglie.

Lynn Underwood Ceglie received 1,692 votes to represent Newport City Council’s Second Ward, beating her challenger Matt Grant for the seat, who received 1,566 votes. The position was held by Holder, who was the overall candidate this year.

Although Ceglie originally served as a Second District representative for the first three terms of her Newport City Council career, she has served as an at-large councilor for the last three terms. Grant, a first-time applicant, works as a software developer.

The third district’s unchallenged incumbent receives over 2,000 votes.

Incumbent David Carlin, who won his seat in an uncontested election in 2022, has done so 2,206 Voices

Second Ward elects Lynn Underwood Ceglie.

The third district’s unchallenged incumbent receives over 2,000 votes.
